Consumer vulnerability in Canada (2020-2024)

This website hosts a variety of knowledge resources and tools developed from a two-year study of consumer vulnerability in Canada. 

The research knowledge shared here delves into the experiences of vulnerable consumers before, during and after the COVID-19 pandemic.

What is consumer vulnerability?

Consumer vulnerability is fundamentally defined as the state in which consumers are susceptible to harm due to limited access to and control over resources, which impedes their effective participation in the marketplace.  It is often associated with limited financial resources, sensitivities for rising costs of living, and negative impacts of health and wellbeing.

The infographics featured below integrate data from a cross-Canada online survey as well as several focus group discussions to explore key consumer topics.  Some of these topics include the difficulty paying for basic costs of living, vulnerable consumer groups, housing costs, rental costs, food costs, medical care costs, transportation costs, and more.
